Children's minister Dawn Primarolo has written to the council explaining that an improvement board with an experienced independent chair will be set up to overhaul children's services in the area.
The chair will issue quarterly progress reports directly to the Children's Secretary Ed Balls.
In the meantime the government will provide support to the council to plug any gaps in services.
Primarolo said the improvement plan would include tough targets for the council.
She said: "No child should be failed by the services that are supposed to protect them and we always act swiftly where there is evidence that a local authority is failing to deliver children's services to an acceptable level."
