The Audit Commission announced plans to carry out a corporate governance inspection of the council in January after a serious case review of two young brothers' violent assault on two boys revealed serious failings by social care services and partner agencies.
The report of that inspection found that "local political antagonisms" are being given priority over much-needed improvements to services for the public. Too many children underachieve at school and too many are excluded from school, the report states.
It highlights a lack of support for the mayor from key councillors and slow decision making as key issues behind the ongoing problems.
