A working group, including paediatricians, GPs and advocates for children, was set up after concerns were raised by doctors over child protection procedures, including uncertainty over when to share confidential information and the risk of complaints made by parents.
The guidance, which is out for public consultation until October, recommends that every doctor should be able to spot that a child may be at risk at an early stage, for example if a parent misuses drugs or alcohol or if there is a history of violence in the family.
It also warns doctors that any suspicions about abuse or neglect must be raised with parents and young people as soon as possible, as well as communicating what action will be taken over the concern.
