Former ADCS president to join 'inadequate' children's services department

A former president of the Association of Directors of Children's Services (ADCS) is to lead efforts to turn around provision at a struggling department.

Dave Hill, currently director of social care and education at Essex County Council, will move to Surrey County Council as director of children's services (DCS).

Children's services at Surrey County Council were rated "inadequate" in June 2015, after inspectors flagged up serious concerns about how it deals with child sexual exploitation.

Its most recent monitoring report found efforts to improve were progressing too slowly with social work still of a "poor" standard.

Hill, who helped to turn around services from "inadequate" in 2010, to "good" by 2014, tweeted that he was "sad to be leaving" Essex after more than seven years.
