Essex moves former ADCS president out of children's services role

Last year's president of the Association of Directors of Children's Services (ADCS) has been replaced as director for children's services in Essex.

Dave Hill, who led the ADCS prior to Alison Michalska taking over this month, was initially appointed director for children's services in Essex in 2010, going on to become a so-called "twin hatter" in 2013 - taking on additional responsibility for adult services, as part of a combined people directorate.

However, he has now been made executive director for adult social care and education, meaning he is no longer responsible for children's services.

Hill continues to act as commissioner for children's services at Norfolk County Council and Birmingham City Council, assisting both authorities in their improvement journeys.

His role in Essex has been taken on by Helen Lincoln, who joined the local authority in 2011, having previously been head of children's social work in Tower Hamlets and assistant director of children's services in the London Borough of Merton, and before that Leicestershire.
