The Scottish Government has allocated local authorities £34.8b over the next three years.
Finance secretary John Swinney said the cash would be used to allow for the provision of more free nursery places and would help to reduce class sizes.
Swinney said a new partnership with local authorities would allow councils more freedom in spending the money allocated to them.
“It is the first major milestone in this new relationship - a relationship that will see us working together to deliver smaller class sizes, more free nursery education and more support for Scotland's carers,” he said.
