
The Good Level of Development measure was reached by 41 per cent of the 20,000-odd children included in the study, which trialed the Early Years Foundation Stage (EYFS) profile in summer 2012.
The profile, introduced last September, provides first-year primary school teachers with an assessment of a child’s development and aims to improve the transition from early education to school.
But the low achievement levels have raised questions among early education providers about whether the standards within the profile are appropriate.
The results of the pilot show that, of the 17 categories in the assessment, children's poorest performance was in the numbers category, which is considered a "prime area of learning".
