Drink problems start early for troubled young people

Almost half of young people from disadvantaged backgrounds drunk alcohol before they were 13 years old, a survey has found.

"We have to hold people accountable on a national and local level," he said. "Young people that are offending are not just the responsibility of the youth justice system. Mental health services and other agencies should play a role."
