The guidance is based on recommendations made in the Independent Review of Children’s Social Care taken forward by the previous government in its Stable Homes, Built on Love report.

It puts a duty on councils to “work within their region to agree and implement agency child and family social worker price caps that all local authorities within the region should comply with”.

It also urges leaders to ensure that all agency social workers have a four-week notice period or less where it aligns with an organisation’s policy.

Local authorities are also told not to employ agency social workers with less than three-years post qualifying experience working for councils and the guidance strengthens recommendations around the receipt of references for agency social workers.
