DfE guidance puts new duties on local authorities aimed at curbing spending on agency staff

The Department for Education has enacted statutory guidance for local authorities on the use of agency social workers.

The guidance is based on recommendations made in the Independent Review of Children’s Social Care taken forward by the previous government in its Stable Homes, Built on Love report published last year.

Why has the guidance been introduced?

Sector leaders including the Association of Directors of Children’s Services (ADCS) have previously warned of councils spending huge amounts of money on agency social workers, particularly on project teams which see entire teams of social workers commissioned by local authorities as a last resort to fill recruitment gaps.
