A report by the Care Quality Commission (CQC) reveals there was a 3.1 per cent decline in the number of trusts declaring that they follow the national child protection guidance.
The total declaring compliance with the standard was 94 per cent, or 368 of 392 trusts.
This represents a 3.1 per cent decline on last year when 381 trusts declared compliance.
NHS trusts came in for criticism in the wake of the Baby P case.
The declarations are assessments made by each trust as to whether they complied with core standards, designed to ensure care is safe and of acceptable quality.
The CQC says in general more trusts declared full compliance and nine out of 10 trusts said they met at least 90 per cent of the standards.
