Custodial decisions 'made in the dark', claim campaigners

A campaign group is calling for decisions on placing children in custody to be grounded on safety rather than cost, in the wake of two deaths of teenagers last month.

The Howard League for Penal Reform has released a briefing paper on the secure estate, calling for custodial decisions to be based on evidence of effectiveness and safety.

The briefing Future Insecure comes just weeks after two children died while in prison service custody, and after the Youth Justice Board (YJB) announced it will decommission a further 17 secure children’s home places – the most intensive form of custodial provision.

In an open letter to YJB chair Frances Done, Howard League chief executive Frances Crook implored the YJB to retain the use of beds in secure children’s homes, closing secure training centres instead.
