Neither authority received any areas for priority action from the watchdog, which applauded effective interventions used by both councils.
Of York, inspectors said: "There are robust early intervention strategies and services in place. This has resulted in a significant reduction, so far this year, in the number of referrals to children’s services and a more effective and responsive use of services."
Meanwhile, West Berkshire was identified as an area where early intervention services are well established. "A comprehensive common assessment framework register and monthly multiagency panels enable services to deliver effective interventions to children with identified additional needs," inspectors reported.
Brent, which also experienced a recent unannounced inspection, was given credit for its work with the voluntary sector and support for newly qualified social workers but inspectors said improvement was needed over children’s care plans.
