The junior board, which will feed into the work of the South Tees local safeguarding children board, is part of a pilot scheme designed to allow young people to influence safeguarding policies.
The board, which is currently recruiting young people, is being set up using £10,000 funding from Redcar & Cleveland council.
Ian Jeffrey, lead member for children's services in Redcar & Cleveland said the council wants to give young people the chance to make a meaningful contribution to all children's services.
He said: "We really want to involve young people. Local safeguarding children boards deal with young people, so they deserve an input into how they work. It's early days, but our experience in similar projects shows that this sort of thing does get young people to take an interest in the things that affect them."
