
A joint team from Ofsted, health and criminal justice inspectorates found services in the area are not recognising children under the age of seven involved in incidents as victims of domestic abuse. Instead, their “focus and priority is on adult victims”.
Inspectors are also concerned that the local body responsible for safeguarding, South Tees Safeguarding Children’s Partnership, does not have a specific domestic abuse strategy in place that focuses on young children, including unborn babies.
They warn that “domestic abuse is not a strategic priority” within the partnership, which has been focusing instead on risks to children outside the home and victims of neglect.
