A report published by the Local Government and Social Care Ombudsman said the actions of Stockport Council meant the father, known as Mr F, wrongly believed he had been banned from seeing his children until the assessment had been carried out even though he still had parental responsibility.
Mr F, who was separated from his wife, known as Ms M, brought the complaint against the council after the enforced separation at Christmas caused “great upset” to him and his mother, known as Mrs X, who was also included in the apparent ban.
An investigation by the ombudsman found the council at fault in failing to correctly explain the advice issued to Mr F, and the way in which it was worded, after his behaviour towards the children’s mother triggered a police referral to children’s services.
