A consultation on the changes includes proposals to exempt outstanding schools from routine inspections unless concerns about their performance are identified.
It also asks for views on plans to carry out more frequent inspections of weaker schools and on the circumstances in which schools may request an inspection.
The coalition government announced its intention to scrap contextual value added scores – which attempt to quantify how well a school does in the context of its pupil population – last year.
Ofsted is proposing to replace these scores with "value-added" information for particular groups of pupils, including looked-after children and different social and ethnic groups.
