Pugh led the children's charity for eight years before retiring in 2005. During her time at the helm, the number of people benefiting from Coram Family services increased from 300 to 6,000 a year.
She has worked in children's services for 30 years and is widely recognised as a major influence on government thinking on support for disadvantaged children.
The Children's Stars Awards, which give national recognition to leading children's professionals, took place in Central London and were hosted by TV and radio presenter, Neil Fox.
Gerry Garvey, a former sergeant major turned childcare worker, won the newcomer of the year award. Garvey spent 23 years in the Army but is now studying to become an Early Years Professional. He shared the award with Michelle Cotterill from Long Eaton.
Among other winners were Gary Forbes from Ealing Play Service in West London who was crowned Playworker of the Year and Carol Hines from Peterborough who won the Early Years Practitioner of the Year award.
