Children Now Manifesto: Short breaks for disabled children vs a requirement to listen to all children

PROPOSAL 1 - Short breaks for families with severely disabledchildren

Currently 100,000 families with severely disabled children have no rightto breaks from caring. Short break services remain vulnerable to cutsand closure, and a third of families report a reduction in services.Eight out of 10 families describe themselves as at or close to breakingpoint due to a lack of short breaks.

The Every Disabled Child Matters campaign was behind the DisabledChildren (Family Support) Bill. This Bill proposed to create a right tobreaks through a new specific duty on local authorities and primary caretrusts.

The Bill did not get through the parliamentary process and will not nowbecome law. However, 244 MPs have pledged support for the Bill, and theGovernment has confirmed that short breaks are a major issue in itsongoing disabled children's review.
