Under the Childcare Act, local authorities have a duty to improveoutcomes and reduce inequalities for very young children in their areafrom April 2008.
The draft guidance, which is now out for consultation, sets out aframework for local authorities, primary care trusts, health authoritiesand Jobcentre Plus to work together to meet this duty.
"The vision is for parents, from the time they know they are expecting ababy, to see a coherent pattern of accessible child health, early yearsprovision and family support services ahead of them," the document,Raising Standards - Improving Outcomes, states.
Success will be measured through statutory targets, existing performanceindicators from children's centres and extended schools, area healthprofiles and Ofsted reports.
