The Government consulted on plans for the targets late last year andlast week issued its reaction to the responses, along with regulationsdue to come into force on 5 June. Sue Owen, director of the earlychildhood unit at the National Children's Bureau, warned localauthorities will need to be careful the targets do not lead tounnecessary pressure on very young children.
The targets aim to improve outcomes for young children and reduceinequalities, and will be set locally rather than nationally. Successwill be measured through foundation stage profile results for childrenin the local authority area.
The Government's response states: "Setting statutory targets will ensureoutcomes for the youngest children are given the status they deserve.They will provide certainty to practitioners that priority and fundingwill be given to early years and local authorities will plan for theseservices on a long-term basis."
