Call for YJB to address lack of ‘fear response' among young offenders

New ways of dealing with young offenders with mental impairments must be devised in light of emerging evidence on the issue, a former member of the Youth Justice Board has said.

Rob Allen, an academic and former member of the Youth Justice Board (YJB), told CYP Now that emerging scientific evidence should be used to improve the way young offenders are dealt with, in order to reduce rates of offending and reoffending.

Latest research from Cardiff University has identified a link between prolific youth offending and the lack of a so-called “fear response” – meaning certain young people are more likely to offend because they have no fear of the consequences.

It comes on the back of two recent reports on the impact of brain injury on offending behaviour.

“I think it is something the YJB ought to be looking at,” Allen said. “Obviously the evidence has potential implications for youth offending teams (YOTs) and people in the secure estate.”
