"Changes are just over the horizon to the way support and services for children and young people with special educational needs and disabilities (SEND) are assessed, managed and delivered. The idea of channelling the many strands of special needs provision into a single, co-ordinated record is not new, but the concept will become reality when Education, Health and Care plans come into force from September. The proposed reforms are currently going through Parliament as part of the Children and Families Bill, but now is a good time for authorities to consider what impact the changes will have on the way they work." Against the views of several Cabinet members, including Nick Clegg, a smoker, the House of Commons has voted to ban smoking in cars with children, and the Prime Minister has said he will introduce legislation in this parliament. Even Boris Johnson said it was a good thing! I'm absolutely delighted that the ultra-liberalists and anti-nanny-staters have been so comprehensively trounced. And the government has even said, rightly, that it is not the number of convictions that matter, but the reduction in second-hand smoke that children have to breathe. Wonderful!"
