Speaking at the Netherfield centre Balls confirmed that he will stand against the Milliband brothers, left winger John McDonnell, former Health Secretary Andy Burnham and Diane Abbott who has also entered the race.
The former Children's Secretary has already received the support of former school's minister Vernon Coaker.
Pressed on what policies he would champion if he won Balls said he was keen to listen to the public but added that he would want to see more young people from lower income backgrounds going on to university.
