With much of the policy, legislation and guidance underpinning EveryChild Matters now in place, the pressure is on for local authorities todeliver. But even with the Government's vision in place, challengesstill abound.
There's the debt crisis in the NHS, concern that disabled children arestill not getting the services they need, funding pressures onchildren's centres, and fears that the Government's free childcare planswill result in some independent nurseries going bust.
To ascertain the extent of these challenges and what children's serviceschiefs want the Every Child Matters agenda to focus on in the future,Children Now conducted a survey of English local authorities.
Of the 148 directors of children's services approached, 31 took part inthe survey - just over a fifth of the total.
