The association will not be appointing another executive director. Instead, it wants its elected officers to take on the responsibilities of the post, such as talking to the media.
Waterman was one of the principal players behind the formation of the ADCS and was previously executive director of the Confederation of Education Service Managers.
He said: "The last three years have been particularly challenging; establishing a single professional organisation has presented similar challenges to those faced by directors of children's services in setting up their new departments. But with the support of a committed staff team ADCS is now well placed to move forward."
