
Speaking at the annual ADCS conference in Manchester, Andrew Webb said the inspection framework, even in its latest proposed form, has “no underpinning evidence base” and has not been subject to robust trials.
He pointed to the fact that safeguarding services in a number of authorities have been branded inadequate, despite other evidence suggesting to the contrary.
“Evidence about the international rates of child murder, our own statistics about wellbeing and protection – whether gained from small studies or large reviews such as NSPCC’s How Safe Are Our Children – continue to demonstrate that Britain is a good place to grow up,” he said.
