
Inspections of children's services now place greater emphasis on the efforts local authorities and partners are making to involve children, young people, parents and carers in shaping services and in key decisions that affect their lives.
The Children and Families Act 2014, which brought in major reforms to services for children with special educational needs and disabilities (SEND), makes it clear that in delivering SEND services councils must have regard to "the wishes, feelings and views" of children, young people and parents and enable them to "participate as fully as possible".
Meanwhile, the inspection of local authority children's services framework also emphasises the importance of the views and wishes of children, young people and parents with a focus on children's actual experiences of the social care services they receive.
