Although Department for Education data shows that children eligible for free school meals are nearly twice as likely to have an EHCP as the rate for all pupils, research by the Education Policy Institute (EPI) found children living in the most disadvantaged areas of England are less likely to be recognised as having SEND than similar pupils in more affluent areas. The EPI said this shows there is a “rationing of support” in many areas of high need, and that under-identification is most common for vulnerable pupils such as those frequently out of school, and victims of neglect and abuse (see research).
