Wales' children's commissioner says recession is no excuse

Local authorities should not use the recession as an excuse to put services for children and young people on the back burner, says Wales' children's commissioner in his latest annual report.

Keith Towler said in the report that he was frustrated that local authorities were failing to consistently implement Welsh Assembly Government policies, such as child poverty initiatives.

He also called on Wales’ public health services to demonstrate their "robustness and effectiveness in working collaboratively to safeguard children" following inspectorate reports that revealed inconsistencies in safeguarding.

Towler’s report also expressed concern that the UK Equality Bill excludes children from its anti-discrimination legislation and called for improvements in the cleanliness of school toilets.
