This publication is an evidence review of the literature associated with residential care for children, an option for permanency rarely considered in England. Residential care is the most expensive placement option for local authorities, but currently high quality provision is in short supply.

One of the most significant challenges for commissioners is identifying who would benefit from a high-cost residential care placement. Further, what evidence-based model of care is likely to best meet the child or young person’s needs? It is critical that the nuanced needs of a children are matched to an appropriate therapeutic model.
