The latest data indicate unprecedented demand on children’s services with record numbers of children in care. Meanwhile, a decade of austerity has significantly reduced financial resources. Now we face Covid- 19, and an even greater battle between resource and demand.

Fighting this fight, for our most vulnerable children, is the complex work of commissioning.

Commissioning strategies should be built on firm foundations of theory and evidence both on the demand side (needs of children and families) and the supply side (needs met by commissioned services). Commissioning processes commonly follows a cycle: analyse, plan, do, review.

Research papers highlighted here have been chosen to reflect phases of this cycle and to provide examples of critical tactics that commissioners should consider to strengthen their own strategy.
