Europe is in the news at the moment as the public in France and Holland have rejected the European Union constitution, but a little-known directive may have a lasting influence on the choices offered to young people in the UK. Frits Bolkestein, former internal market commissioner in the EU, launched his eponymous directive on an unsuspecting world in 2004.
The directive itself is not specifically about youth work, but it could lead to very different youth services in five to 10 years' time, especially in the new competitive environment that is set to be ushered in when children's trusts are rolled out.
