Sixty-three per cent of England's youth service heads responded to the survey, carried out in June and July by the Association of Principal Youth and Community Officers and The National Youth Agency.
Just over half of respondents said their local authority still had a post called principal youth officer. These tend to be in shire counties and unitary authorities.
Just under half of respondents had seen changes in their organisational structure in the past year, and 13 per cent said their post was under threat.
The association's chief executive, Susie Roberts, said the organisation would use the findings to help its members learn from each other as their roles change.
