Education watchdog Ofsted said Cumbria County Council's youth provision is poor value for money and has more weaknesses than strengths.
Cumbria scrapped its local authority youth service in 2001, splitting the 1.7m budget between Connexions Cumbria and six local area committees.
But it has now made moves to improve services by setting up an umbrella body for youth work in Cumbria, increasing the budget to 2.1m for 2004-05 and appointing a principal education officer for youth services, Christine Reeve.
The council has stopped short of reinstating the local authority youth service by relying on the umbrella body and the Youth Work in Cumbria Partnership to improve the level of provision. The partnership comprises representatives from the council, Connexions and charities.
