The average annual spend per young person varies from more than 102 in Haydon Bridge to less than 21 in more urban Cramlington. Equalising these figures would mean cutting service funds in Haydon Bridge from nearly 140,000 to 56,000. But funding would increase significantly in the more populated areas. Any changes would be implemented in September.
Helen Thomson, head of services at the Commission for Rural Communities, said: "It costs more to deliver services to rural young people."
