Youth services: Minister criticises statutory provision

Hughes told delegates at an event held by the Institute for Public Policy Research that services for excluded young people were important, not who delivers them. "Youth provision in this country by local authorities has an appalling record, so you need diversity," she said.

Hughes was announcing a 10m initiative by the Department for Education and Skills to target the families of disadvantaged young people, as part of the Government's Respect Action Plan.

Twenty "high-performing" local authority trial areas including Croydon, Manchester and West Sussex will carry out a "whole family" approach with families of eight- to 13-year-olds who are at risk of engaging in antisocial behaviour.
