Youth services: Green paper to set out entitlements

A "young people's offer" will form the centrepiece of the youth green paper to be announced in the autumn.

The green paper will promise that all young people will have an entitlement to a certain level of services and opportunities.

The pledge will coincide with extra help for young people in vulnerable communities.

Discussions are still ongoing about the content of the green paper, but Children Now has seen a draft.

It says all young people should have the opportunity to access a rich and diverse range of activities covering sports, arts and culture; the opportunity to access safe places to socialise; clear access to trusted adults and older peers who can support them with difficulties; the opportunity to participate in decisions that affect them and play a leading role in designing activities within their communities; and the ability to access advice and guidance to achieve their potential and improve their wellbeing.
