The service, which is being formed to meet the requirements of the Youth Matters agenda, will include Connexions, the youth service, the teenage pregnancy team, the positive activities programme, and a drugs team.
It will also enable young people to access the services of other professionals such as psychologists.
Bernard Booth, principal youth officer at Blackpool Council, said: "It will ensure we have better joined-up working."
