Youth Policy: Youth minister says bill may open way for statutory services

Hodge announced last week that the Department for Education and Skills was developing a bill for the next Queen's Speech, placing a duty on councils to deliver the Government's pledge to children, young people and families.

She later told Young People Now that she is looking "very closely" at creating a statutory footing for youth services.

"We're listening hard to what everybody is telling us about duties on local authorities in relation to youth services," she said. "And we're examining a number of options to ensure the money we set aside for youth services is protected."

Tom Wylie, chief executive of The National Youth Agency, who has been pushing the Government for a clear legislative basis for youth services, said: "We want a clear statutory basis for an offer to young people constituting a pledge of entitlement."
