The 1.2m project, to be called Clear Track, is funded by the Treasury and Cabinet Office's joint Invest to Save Budget. It will not be based in an institution, but in one or more undisclosed community venues.
The three-year project should provide 50 places a year for 18- to 21-year-olds who would otherwise have received a custodial sentence. It will be jointly run by the Home Office and CSV's training and enterprise division, which runs the charity's Springboard learning centres.
In the pilot, which starts in September, young offenders will follow a programme of education and community service based on the Springboard scheme.
