At present, young offenders can only be sent to Thorn Cross Young Offender Institution, which has space for 60 offenders, if they have already served time in another institution. But the board is keen to increase the use of open accommodation, and this pilot could mark the first step in the expansion of open provision.
The prison is currently being prepared for the pilot, which will begin in April. A spokeswoman for the board said although there are no immediate plans to expand the number of offenders who can be held at the site, the programme may be expanded if it proves successful.
