The 15- to 17-year-old custodial population rose to 2,529, up seven per cent on the year before. The number of 15- to 20-year-olds in prison went up by 488 between July 2005 and the same month in 2006, to 11,499.
The figures also showed that almost half of all prisons that contain some variety of provision for young people are filled above capacity.
