Scholes hanged himself in Stoke Heath Young Offender Institution in March 2002, aged 16. Following an inquest the Government asked David Lambert, chair of Norfolk Area Child Protection Committee, to hold a review of the treatment of vulnerable young people in custody.
This was completed in October 2005, but was only published last week, alongside the Home Office's response. In the report, Lambert said measures have been taken to improve the treatment of young people in custody, but more needs to be done. A spokeswoman for the Home Office said the report had not been published earlier because the department and the Youth Justice Board were working on the recommendations.
