Under the current law, young offenders in this age group must be placed in a young offender institution, but proposals in the offender management bill would alter this.
Lib Dem MPs Mark Hunter and Mark Williams have brought forward an amendment to remove the clause containing the measure, in response to concerns raised by youth charity Rainer.
It is hoped the amendment will provoke the Government into a fuller explanation of its plans for young adult offenders.
A Home Office working group is currently developing policies on young adult offenders, and the proposed legislation in the bill is designed to allow these plans to be implemented.
