The document, likely to be called the criminal justice bill, could be published as soon as tomorrow (Thursday). It will contain ideas from the draft youth justice bill, which was announced as part of the legislative programme in the 2004-05 Parliament, but never became law (YPN, 7-13 December 2005, p4).
One source said the criminal justice bill will contain a "skeleton" of the draft bill, together with a range of other reforms.
Among the parts likely to be retained are plans for a single community order for young offenders, to be known as a youth rehabilitation order.
This will replace the current range of orders with a "menu" of interventions, which can be combined to produce a suitable order for the individual.
