Peter Williams removed his tag a week before the robbery of a Nottingham jewellery shop. He had also missed seven out of 11 scheduled meetings with Nottingham Youth Offending Team.
The team decided Williams had breached the order on 23 September, but a court hearing had not been arranged before he took part in the robbery on 30 September. In a statement, the team admitted that it could have acted sooner, but said it was still unlikely that Williams would have been in custody at the time of the robbery.
The Youth Justice Board's guidance on SSPs recommends that three missed warnings should constitute a breach.
