The Youth Justice Board got permission for the Glynneath Secure Training Centre in 2003, but work has not yet started on the unit. Neath Port Talbot Council said the land is too valuable to remain unused, and after discussions with the Welsh Development Agency, which owns the land, it has decided to allow other businesses to bid to use the area.
The board said it is disappointed by the councils decision. It said it has been delaying work on the centre while it carries out a review of custodial provision for juveniles in Wales with the Welsh Assembly Government.
In a statement the board said: We are currently working with the Welsh Assembly Government to explore the options for secure accommodation for Welsh juveniles and this decision will be taken into account when the group reports later in the year.
