Youth custody: European project to stop violence

The charity has joined forces with Defence for Children International in the Netherlands, France and Belgium to develop indicators to create a framework assessing whether children in penal custody are the victims of violence.

The partnership was launched today (25 April), and will involve research conducted across all those countries involved over the coming year, including interviews with children. The indicators will be presented to all 27 European governments in March 2008.

Frances Crook, director of the Howard League for Penal Reform, said: "These indicators will tell the Government when it's overusing custody and when the treatment of children is unacceptable in custody."
