Winning Back our Communities also states that new fostering homes for intensive therapeutic work are to be staffed by mental health and drugs professionals.
Jackie Sanders, media and communications manager at The Fostering Network, welcomed the move to use intensive fostering as an alternative to secure institutions, and the move towards respite, care at the new homes. "We have a shortage of foster carers but fostering can be a positive rehabilitation tool," she said.
"If fostering were given the proper resources, it is the most flexible solution."
Under the white paper, which is due to be discussed in this session of Parliament, begging convictions would count towards a criminal record, with penalties for persistent offenders.
